31st Street Bridge ramps to open, but the news on Route 28 isn't all good

PennDOT expected to open the new Route 28 ramps to and from the 31st Street Bridge on Monday morning, but is preparing to reinstate the outbound lane closure that has bedeviled motorists for more than three years.

The grade-separated interchange at 31st Street was scheduled to open around 9 a.m. Monday and the transition may cause some delays for drivers.

Bigger delays are in store early next month when PennDOT will reinstate the outbound single-lane traffic pattern, starting just north of the East Ohio Street exit, as work begins on the final phase of the massive project to improve traffic flow and safety on the highway. The restriction is expected to be in place through late next year.
