Police manhandling cost the city $10,000

Pittsburgh police may have been unable to shake any illegal drugs out of Donald Schutz, but he managed to shake $10,000 out of the city.

Pittsburgh City Council gave final approval Tuesday to a settlement with Mr. Schutz, an Elliott man who claimed that police repeatedly struck him in an unsuccessful effort to dislodge drugs from his mouth or body.

In a federal lawsuit, Mr. Schutz said officers pulled over his vehicle in November 2006 on Crucible Street in Crafton Heights. He said the officers then performed a tactic that involves striking and grabbing a suspect to dislodge hidden drugs.

But Mr. Schutz said he had no drugs on him. In the suit, he claimed physical and emotional injuries.
