I am an independent, clean candidate for mayor of Pittsburgh.
Pittsburgh City Council has passed legislation creating the Market Based Revenue Opportunities program, an idea that I have long advocated. People understand this concept best as profit. That is what happens when a community uses its assets to make money with little or no expense by leasing surfaces for advertising, leasing city space for private events or creating opportunities for private sponsorship of city events.
Government has entered a new era in finance, long needed by the addition of this new thinking.
This year's projection for income to the city is a half-million dollars. Next year's projection is for more revenue. We can look forward to a time when a significant part of the city budget could be raised through these profits, rather than taxation.
Therefore, there is in sight an end of the state's financial supervision of the city. Over time, Pittsburgh's tax level could be reduced to a level that will give an incentive to those living in the surrounding areas to move into town, increasing the tax base and providing the potential for a further reduction of taxation.
At least seven other cities are utilizing this program. To date, the total dollars raised, by my estimate, is in the millions.
