Grogan Graffam, P.C. said Amanda Z. Rubio joined as an associate in the litigation practice group. Ms. Rubio concentrates her practice in commercial litigation, civil litigation, insurance defense and professional liability. She received her B.A., magna cum laude, from the University of Notre Dame and her law degree from the University of Pittsburgh School of Law. Ms. Rubio is a member of the Allegheny County, Pennsylvania and American Bar Associations and the Women's Bar Association. She has served as commissioner of the Pittsburgh Commission on Human Relations since 2008.
Reed Smith LLP named partner Dusty Elias Kirk, of the Pittsburgh office, as the new practice group leader for its real estate group. She succeeds Washington, D.C.-based partner David C. Evans, who had led the group since 2005. Ms. Kirk joined Reed Smith in 2010 bringing with her a group of 6 real estate lawyers and 7 staff. Ms. Kirk is a graduate of Dickinson School of Law. Her work in real estate development includes handling the acquisition, financing and tax increment financing for commercial, retail, office, industrial and institutional properties, and obtaining economic incentives for development projects. She regularly handles issues involving public-private partnerships, and transportation issues including highway occupancy permits. Ms. Kirk also represents real estate developers, property owners and nonprofit institutions in real estate assessment appeals. Mr. Evans will continue to practice in the firm's Washington, D.C., office.
The Children's Home of Pittsburgh & Lemieux Family Center promoted Kim Phillips to chief financial officer. Prior to working for the The Children's Home, Ms. Phillips was an accountant for the Allegheny County Bar Association. Ms. Phillips earned a bachelor of science degree from Robert Morris University.

Sandy Snyder, chief marketing officer, Edgar Snyder & Associates, was honored at the 6th Annual Women of Achievement Awards, which recognizes women for their accomplishments and contributions to the success and advancement of the City of Pittsburgh. Ms. Snyder, in addition to 22 other local women, was honored as 2011 Women of Achievement, which is a fund-raiser for the Pittsburgh-based charity Cribs for Kids Infant Safe Sleep Initiative. Over the past 28 years, Ms. Snyder helped to expand Edgar Snyder & Associates from a two-person law firm to one with more than 110 employees working at five office locations.
In honor of her contribution to legal marketing, Ms. Snyder received the 2007 Outstanding Achievement in Media Award from the Media Association of Pittsburgh. Her philanthropic work includes serving as co-chair, with Edgar, of the Jewish Federation of Great Pittsburgh's 2012 Centennial Celebration.
They also developed and fund the Pittsburgh SOS program in partnership with the Jewish Family & Children's Service to help needy Pittsburgh residents. In addition, they support a Russian SOS program in partnership with the Joint Distribution Committee.
