Question: What specific suggestions can you offer for cutting the cost and improving the efficiency of county services?

Democratic

Vincent A. Vicites, 42, Uniontown

Education: Master's degree in personnel administration from St. Francis University. Bachelor's in business administration from West Virginia University.

Occupation: 1996-present, chairman, Fayette County Board of Commissioners.

Qualifications: 1989-1995, director, Fayette County Solid Waste Management Department; 1987-88, assistant director of personnel, Carlisle Hospital; 1983-87, administrative officer, Department of the Auditor General; member, Democratic State Executive Committee.

Answer: One item that I am working on is to bring a veterans' clinic to Fayette County. Currently, we have a county-sponsored transportation system to transport our veterans to a clinic in Allegheny. If we can bring in a clinic to Fayette County, we can not only make its services more accessible for our local veterans, we can also streamline our transportation service. Thus we will save money on the transportation service while still providing improved service and accessibility for our veterans.

Qualifications: For the first time in decades, Fayette County's population is up, unemployment is down and the county has lost its distressed status. A champion for good government and open government with his exposing of the Fayette County Housing Authority and voter fraud in nursing homes.

Answer: We have cut services to the bare minimum. We need to find new sources of revenue and develop efficiency plans for all offices similar to what has just been done in our human resources department.

Answer: Change our tax collection method to reduce the cost of collecting taxes; oppose hiring consultants to conduct a housing-need study; oppose the three-year contract with consultants to manage our human resources and the $9,800 per month human resource manager; revisit hiring a fiscal analyst considering Fayette County has a county manager, chief clerk and county controller; question county tax dollars donated to organizations; better management of architectural and engineering services; eliminate duplication of services.


Donald H. Miller II , 58, Uniontown

Qualifications: Member, Fayette Chamber of Commerce, Fay-Penn Economic Development Council and Fayette Drug and Alcohol Commission; former Uniontown city councilman; member of numerous other organizations.

Answer: Instead of hiring consultants and employees to perform tasks that are the responsibility of a county commissioner, do them yourself -- that is what you were elected to do. If you do not carry the qualifications, maybe you should not run for public office. Savings in Fayette County would be $75,000 to $200,000 a year.


Ken Firestone, 54, Normalville

Education: Connellsville High School; Penn State University, B.S. in business administration.

Occupation: Owner of Firestone Insurance Agency. Claims manager for a Bedford, Pa.-based insurance company.

Qualifications: My degree is in business management and I have owned and operated my own business for 17 years. I have also been employed by companies and have been involved in planning, budgeting and marketing their operations. I also believe my military experience has added to my ability to cooperate with others and to lead others.

Answer: Be sure all county departments are working with, and communicating with, each other. See that the county-level programs are made known to the local townships and municipalities, and encourage those officials to distribute the information to their constituents. Hold the county commissioners accountable for improving Fayette by developing a scale for pay increases that is pegged to certain county statistics.

Answer: I would work to coordinate county department services in a more cost-efficient manner, including the pooling of some personnel for the benefit of several offices as needed. Also, the county would benefit from a comprehensive computer networking system within the courthouse, using one provider under a service contract rather than paying several different companies by the hour for service. I would evaluate investment strategies of county funds to determine the best financial returns.

Answer: In January 2000, I inherited a controller's office plagued with problems. During my first three years, I've corrected the problems and improved procedures, streamlining the office. Most importantly, I've restored integrity and professionalism to an office that desperately needed it. Little remains to be done other than maintain the standards I've set. I hope to be given the opportunity to do so, as it has truly been an honor and a pleasure serving the people of Fayette County.
