Intermediate unit director for Butler, Lawrence, Mercer counties resigns

The executive director of the Midwestern Intermediate Unit 4, the Grove City regional consortium that works with 27 school districts in Butler, Lawrence and Mercer counties, has resigned amid questions about credit card misuse.

Solicitor Timothy McNickle said a month-long investigation revealed questionable charges on an Intermediate Unit 4 credit card used by Cecelia H. Yauger, who has led the educational service agency in that region since 2007.

Mr. McNickle said Ms. Yauger's resignation was formally submitted for the 13-member board's consideration Wednesday night. School directors approved it in an 11-1 vote.

Mars Area school board President Dayle Ferguson, who also serves on the IU board, voted no because she said she thought Ms. Yauger should have been fired, Mr. McNickle said. One member was absent.

In early March, Intermediate Unit 4 received a Right-to-Know request from a Pittsburgh attorney requesting records of credit card use, and in examining the records, discovered the suspicious charges, Mr. McNickle said.

"A review of the documents for her use of the credit card disclosed a pattern of recurring and regular charges of a highly questionable nature," according to an Intermediate Unit 4 statement.

Mr. McNickle said the charges appeared for several years, "for a substantial portion" of her tenure.

In her resignation, Ms. Yauger acknowledged that she is obligated to make restitution, which will be determined by an independent audit, according to Intermediate Unit 4.

Former executive director Angelo Pezzuolo will fill in on an interim basis.
