Buchanan Ingersoll adds midstate energy law firm

Downtown's Buchanan Ingersoll & Rooney added nearly all of the attorneys from Wyomissing, Pa.-based energy law boutique Ryan Russell Ogden & Seltzer at the start of the year, the firm announced Monday.

Five of the six attorneys are joining Buchanan Ingersoll while one moves to Philadelphia to serve as an administrative law judge for the Public Utilities Commission.

The additions further bolster Buchanan Ingersoll's energy practice, which already has 50 attorneys across Pennsylvania, and adds deeper strength in the more traditional energy work for regulated companies.

W. Edwin Ogden and Alan M. Seltzer, co-founding partners of Ryan Russell, joined the firm as shareholders, as did John F. Povilaitis. Jeffrey A. Franklin joined as counsel and Bridgid M. Good joined as an associate. Attorney Eranda Vero, who joined Ryan Russell in September after four years at the PUC, is moving to Philadelphia and will serve as an administrative law judge, Mr. Seltzer said.

Messrs. Ogden, Seltzer and Franklin and Ms. Good will continue to work from their Wyomissing office, and Mr. Povilaitis will join Buchanan Ingersoll's law center in Harrisburg.

Ryan Russell, which has operated as a small boutique since its inception around World War II, has historically focused on traditional representation of incumbent utility suppliers in the electric, gas, water and telecommunications industries. The firm represented the owners of Three Mile Island in the late 1970s and currently represents Greensburg's Allegheny Energy, which is in the process of merging with Ohio-based FirstEnergy.

But as traditional utilities have become deregulated and competition has increased, the firm's practice has morphed into one that also represents some of those competitors. Increasingly, Ryan Russell has represented companies in the green technology and renewable energy sector, serving as counsel for a large solar and wind technology company, The AES Corp., Mr. Seltzer said. That is a common client with Buchanan Ingersoll.
