Work, service shouldn't clash

How is it that employers can institute a policy that does not PERMIT an employee to serve in any elected office, or appointed board or commission ("Pennsylvania Harness Racing Commissioner Resigns, Saying His Employer Forbids Him To Serve," April 18)?

Unless there is a conflict of interest regarding contract awards, real estate sales, investment or litigation -- which one can be recused from voting -- a citizen should not have to choose between employment and community/public service.

Why should employers have the power to limit the pool of qualified, dedicated citizens willing to volunteer their time in local government through an arbitrary personnel policy? We need dedicated citizens who will understand the impact of decisions made on the local level. Employers should support employees willing to work for good governance.
