Coach Bill Cowher has decided to start Kent Graham at quarterback Sunday when the Steelers open the season against Baltimore in Three Rivers Stadium.
Kordell Stewart, the starter for the past three seasons until he was demoted with five games left in 1999, will serve as the backup.
Cowher, though, said over the weekend that he will use both quarterbacks based on what he thinks is best for the team.
Stewart started the first four exhibition games, but Graham started the finale against the Washington Redskins Friday night.
Graham completed 54.4 percent of his passes this summer for 335 yards, three touchdowns and one interception. He had an 82.1 passer rating.
Stewart completed 19 of 55 passes for 238 yards, one TD, two interceptions and a 39.8 passer rating.
